Yes, you got it right, pure water can perfectly act as a toner under the following conditions:

​

- you do not have any skin concerns

- you do not expect for a toner to do anything apart from "toning"

Toners can do a lot of different things for your skin, e.g. moisturise, exfoliate, purify, etc.

However, if you step back and consider the main purpose of using a toner - it's meant to tone, i.e. refresh the skin, restore its PH after cleansing activities (in case if the cleanser was too harsh or if your tap water is too alcaline), as well as to prepare the skin for the absorption of further skincare steps (if there are any). If you would like your toner to be this basic - mineral/drinking water will do just great. The purer the water - the better.

Any organic pure rose water will do actually. It's absolutely unnecessary to buy certain brand only, as long as the brand is trustworthy in terms of their ingredient quality.
